If someone were to run at me with a knife i dont need to wait for that knife to enter my heart before I am allowed to respond I am allowed to take preactive action in order to stop it. Even if you target your action at military sites, civilians are gonna get killed, it needs to be contrasted with the actions of Hamas where every single rocket is designed to attack civilian population, so every single act of Hamas is an illegal act of terror.
